Adopt bylaws revision: Bylaws updated to the current CAPTA form.  Revision includes one amendment to move Standing Rule 29a to Page 9, Article IX, Section 1, which indicates the webmaster has voting priviliges at Executive Board and is appointed by the president, subject to ratification of the executive board.
